Notice that by couching this poem in the language of Reggae and Rastafarianism, Motsapi immediately draws on our associations of these with pacifism and protest to social injustice and oppression. The poem seems to be about the power of poets/musicians (and the people they inspire) to expose the lies and hypocrisy of the politicians who oppress the people.
Notice too how Motsapi forms new portmanteau words to convey much of his meaning (e.g. "politishams" = politics + shams, meaning that politcs IS a sham because the politicians PRETEND to care about the people they govern but in reality they don't.)
